Gender Equality Policy
Policy Statement: Promoting Gender Equality, Inclusion and Social Justice in Uganda
- Introduction
Treescape Planet Organization (TPO) believes that gender equality is fundamental to human dignity, social justice, sustainable development, and climate resilience. Discrimination and unequal access to education, resources, leadership, economic opportunities, and decision-making limit the potential of individuals and communities.
Women and girls play essential roles in environmental conservation, agriculture, family livelihoods, community development, and climate action. However, they may face persistent barriers, including gender-based violence, unequal access to land and financial resources, limited participation in leadership, harmful social norms, and exclusion from economic and educational opportunities.
TPO is committed to promoting a society in which women, men, girls, and boys can participate meaningfully in sustainable development, exercise their rights, access opportunities, and contribute to decisions that affect their lives and the environment.
- Our Commitment to Gender Equality
TPO is committed to advancing gender equality across its organizational operations, programmes, partnerships, advocacy, and community engagement.
We recognize that environmental sustainability and social justice are interconnected. Climate change and environmental degradation can disproportionately affect women, girls, and other marginalized groups, particularly those whose livelihoods depend on agriculture, natural resources, and community-based economic activities.
Through our work in afforestation, agroforestry, reforestation, environmental education, ecotourism, sports sustainability, and climate resilience, we seek to ensure that the benefits of sustainable development are accessible to all, while supporting the meaningful participation and leadership of women and girls.
We will promote equal rights, opportunities, dignity, and respect without discrimination on the basis of sex, gender, disability, ethnicity, religion, age, social or economic status, or other characteristics protected by applicable law.
- Our Understanding of Gender Equality
TPO understands gender equality to mean that all people have equal rights, dignity, opportunities, and the freedom to participate in social, economic, cultural, environmental, and public life.
Gender equality does not require everyone to have identical needs or circumstances. Rather, it recognizes existing inequalities and supports fair access to opportunities, resources, services, and decision-making.
We recognize that gender equality requires the involvement of everyone. Women and girls must have opportunities to lead and influence decisions, while men and boys also have an important role in challenging discrimination, preventing gender-based violence, and promoting respectful and equitable communities.
TPO will apply the principles of equity, diversity, inclusion, participation, accountability, and shared responsibility throughout its work.
- Objectives of the Policy
This policy aims to:
- Promote equal participation and opportunities for women, men, girls, and boys in TPO programmes and activities.
- Support the leadership and meaningful involvement of women and girls in environmental conservation, climate action, and community development.
- Address gender-related barriers to education, training, livelihoods, access to resources, and decision-making.
- Prevent discrimination, harassment, exploitation, abuse, and gender-based violence within TPO activities and working relationships.
- Promote inclusive and gender-responsive programme design, implementation, monitoring, and evaluation.
- Encourage equitable access to economic opportunities, skills development, and sustainable livelihoods.
- Strengthen partnerships and community awareness initiatives that advance gender equality and social justice.
- Guiding Principles
Equality and non-discrimination: Everyone must be treated with dignity and fairness. TPO will not tolerate unlawful discrimination or gender-based exclusion.
Inclusion and accessibility: TPO will seek to make its programmes and activities accessible to people facing social, economic, physical, or other barriers to participation.
Meaningful participation: Women and girls will be encouraged to contribute to planning, implementation, leadership, and evaluation, rather than participating only as beneficiaries.
Respect and dignity: All interactions must uphold personal dignity, privacy, safety, and respect.
Accountability: TPO will seek to identify, address, and learn from gender-related risks and inequalities in its work.
Shared responsibility: Gender equality is a collective responsibility involving women, men, girls, boys, communities, institutions, and development partners.
Do no harm: Activities will be planned with consideration for safety, safeguarding, unequal power relations, and the risk of reinforcing existing inequalities.
- Priority Areas of Action
6.1 Gender-Responsive Environmental Conservation and Climate Action
TPO will promote opportunities for women and girls to participate in tree planting, agroforestry, reforestation, environmental education, climate adaptation, and community restoration initiatives.
Where relevant, programmes will consider the different roles, needs, knowledge, and constraints of women and men in managing natural resources and responding to climate change.
TPO will encourage women’s participation in community environmental leadership and support their contributions to sustainable land use, biodiversity conservation, and climate-resilient livelihoods.
6.2 Economic Empowerment and Livelihoods
TPO will seek to expand equitable access to skills development, sustainable livelihood opportunities, entrepreneurship, and income-generating activities through relevant programmes and partnerships.
We will encourage the involvement of women and young people in green enterprises, sustainable agriculture, responsible tourism, and other activities linked to environmental sustainability, subject to programme objectives and available resources.
Where TPO provides training, grants, equipment, or other support, selection and allocation processes will aim to be transparent, fair, and responsive to the needs of intended participants.
6.3 Education, Awareness and Capacity Building
TPO will promote environmental and sustainability education that recognizes the contributions of women and girls and challenges stereotypes that limit participation in conservation, agriculture, science, leadership, and other fields.
Where appropriate, our community engagement will address harmful practices and attitudes, including early and forced marriage, gender-based discrimination, and violence against women and girls.
We will work with schools, community groups, local leaders, and partners to encourage respectful relationships, equal opportunities, and informed participation.
6.4 Leadership and Decision-Making
TPO will encourage women’s participation in leadership, programme planning, community structures, and organizational decision-making.
Within its own operations, TPO will seek fair and transparent recruitment, assignment of responsibilities, professional development, and opportunities for advancement.
We will also encourage the representation of women and other underrepresented groups in relevant community consultations and environmental decision-making processes.
6.5 Prevention of Gender-Based Violence, Harassment and Exploitation
TPO does not tolerate gender-based harassment, sexual exploitation, abuse, intimidation, or violence in its workplace, programmes, events, or other activities under its responsibility.
TPO will seek to maintain safe and respectful environments for staff, volunteers, interns, community members, programme participants, and partners.
Concerns will be handled seriously, confidentially to the extent possible, and in accordance with applicable laws and TPO’s safeguarding and reporting procedures. Where appropriate and with due regard for safety and consent, TPO will facilitate referrals to qualified service providers or relevant authorities.
TPO is a community development and environmental organization and does not represent itself as a specialist counselling, medical, or protection service. Any support provided will reflect its capacity and the services available through appropriate partners.
6.6 Health, Safety and Wellbeing
TPO recognizes the importance of access to health information, appropriate health services, menstrual health and hygiene, and safe participation in community activities.
Where relevant to our programmes, we will support awareness and partnerships that address barriers affecting women’s and girls’ health, dignity, education, and participation.
Activities will be planned with attention to participant safety, accessibility, privacy, and safeguarding, particularly where children or other people at heightened risk are involved.
6.7 Gender Equality in Ecotourism and Sports Sustainability
TPO will promote inclusive participation in responsible tourism, environmental learning experiences, and sports sustainability initiatives.
We will encourage women and girls to engage in conservation-linked tourism, environmental volunteering, community enterprise, and leadership opportunities, while working to reduce barriers to participation.
Our activities will seek to uphold dignity, safety, and respect for all participants and community members, regardless of gender or background.
- Implementation Across TPO
This policy applies to TPO’s organizational activities, including its programmes and projects, recruitment and human resource practices, volunteering and internship opportunities, partnerships, community engagement, advocacy, fundraising, and communications.
TPO will seek to integrate gender considerations into programme design, budgeting, implementation, monitoring, and evaluation. Depending on the activity, this may include:
- Identifying gender-related barriers and risks before implementation.
- Consulting women and men, girls and boys, as appropriate and safely, during programme planning.
- Encouraging balanced and meaningful participation in relevant activities.
- Considering accessibility, timing, location, safety, and care responsibilities when organizing activities.
- Collecting and reviewing appropriately protected, sex-disaggregated participation data where relevant and feasible.
- Monitoring whether programme benefits and opportunities are reaching intended groups fairly.
- Working with partners who share commitments to equality, dignity, safeguarding, and non-discrimination.
TPO will implement these commitments in a manner proportionate to its resources, programme scope, and operational capacity.
- Roles and Responsibilities
TPO Leadership: The leadership team is responsible for promoting this policy, supporting its implementation, and ensuring that gender equality is considered in organizational decisions.
Staff, Interns and Volunteers: All staff, interns, and volunteers are expected to treat others respectfully, avoid discriminatory conduct, follow relevant safeguarding procedures, and contribute to inclusive programme delivery.
Programme Coordinators and Project Teams: Those responsible for programme implementation should identify relevant gender considerations, encourage meaningful participation, and raise concerns about discrimination or safeguarding risks.
Partners and Community Stakeholders: TPO will encourage partners and stakeholders involved in its activities to respect the principles of equality, inclusion, dignity, and safety.
- Reporting and Responding to Concerns
Anyone involved in TPO activities who experiences or witnesses discrimination, harassment, exploitation, abuse, or other conduct inconsistent with this policy is encouraged to raise the concern through TPO’s designated reporting channels.
TPO will seek to respond fairly and promptly, protect confidentiality as far as reasonably possible, prevent retaliation against people who raise concerns in good faith, and take appropriate action within its authority.
Reports involving children, immediate safety risks, or alleged criminal conduct will be handled with particular care and referred to appropriate services or authorities where required by law or necessary for protection.
This policy does not replace TPO’s safeguarding, child protection, prevention of sexual exploitation and abuse, or complaints procedures. It should be read alongside those documents where applicable.
- Monitoring, Review and Accountability
TPO will periodically review its programmes and internal practices to assess progress in promoting gender equality and identify areas for improvement.
Where appropriate, feedback from staff, volunteers, programme participants, community members, and partners will inform these reviews. TPO will seek to use relevant findings to strengthen programme design, participation, safeguarding, and accountability.
This policy will be reviewed periodically and updated when necessary to reflect organizational learning, changes in operations, and applicable legal or policy requirements.
- Our Commitment
Treescape Planet Organization believes that sustainable development cannot be achieved when people are excluded, discriminated against, or denied opportunities to contribute.
Guided by the principles of shared humanity, equity, inclusion, and environmental responsibility, we are committed to supporting communities in which women and girls can participate, lead, and benefit meaningfully from climate action and sustainable development.
At TPO, gender equality is part of building resilient communities, protecting our environment, and creating a more just and sustainable future for everyone.
